Council or at the place of meeting, on the day on which the meeting is adjourned.

Decision of questions by majority of votes.- Save as otherwise provided in this Act, all questions brought before any meeting of the Council, shall be decided by a majority of votes of the members present and in case votes being equal the presiding authority at the meeting shall have a second or casting vote.
