4. Seizure of tobacco from Juvenile in a public place.—If any person is found smoking tobacco in a public place and if he appears to be a juvenile, any police officer not below the rank of a head constable may seize any tobacco being smoked by such juvenile or any tobacco found in his possession and destroy the same.
