This law abolishes the system of paying "Haq-Chuharam" to village officials and landowners in Himachal Pradesh. This payment was a share of the money earned from selling trees. Because forest management rights were transferred to the State Government under an earlier law, these individuals are no longer responsible for forest conservation and should no longer receive these payments. The Act removes this financial obligation for Khewatdars, Lambardars, and Rakhas, which applies specifically in the Kangra and Hamirpur districts. Legal protection is also given to the government for decisions made to enforce these changes.
