Notwithstanding anything to the contrary contained in section 3 of the Punjab Panchayat Sarnitis Act, 1961, or in any judgement, decree or order of any court as to the requirement of issuance of notification, the Panchayat Samitis reconstituted for the re-delimited blocks shalI be and shall always be deemed to have been validly reconstituted in accordance with the provisions of the said Act and accordingly- (a) all acts, proceedings or things done or taken by the Panchayat Samitis or the Government or by any officer of the Government shall, for all purposes, be deemed to be -and to have always been, 'dine or taken in accordance with law ; and (b) na suit or other proceeding in respect thereof shall be maintained or continued in any cow.
