Certain disputes to be referred to Chancellor.

If any question arises whether any person has been duly elected or appointed as, or is entitled to be, a member of any authority of University, the matter shall be referred to the Chancellor, whose decision thereon shall be final. Convocation of the University for conferring of degrees and for other purposes shall be held in such manner as may be laid down by the Executive Council from time to time, by means of an Ordinance: Provided that every proposal to confer an honorary degree shall be subject to the confirmation by the Chancellor.
