Amendment of section 13

3. In section 13 of the principal Act,

1. (a) for the words "second class", the words "first class or second class" shall be substituted and shall always be deemed to have been substituted;
2. (b) for the words "in any district", the words "in any local area" shall be substituted and shall always be deemed to have been substituted.
