This Act allows the Haryana government to re-appropriate funds released under the Ujwal DISCOM Assurance Yojana Scheme during 2015-16 and 2016-17. The government applied ₹7,785 crore meant for grants toward electricity utilities into equity and loans to reduce their debt burden. It applies to the state power distribution companies and the Haryana government, facilitating debt restructuring under UDAY by converting grant amounts into different financial instruments to improve the financial health of state electricity utilities.
