Bare Act
The Haryana Minerals (Vesting of Rights) Act, 1973
The Haryana Minerals (Vesting of Rights) Act, 1973 is legislation enacted by the state of Haryana that vests legal ownership and rights over all minerals present within the state's territory in the State Government. The Act establishes a clear legal framework by defining key terms including "minerals" (encompassing both major and minor minerals as defined in section 3 of the Mines and Minerals (Regulation and Development) Act, 1957), "land" (which includes river beds and sites of buildings and other structures), and "Collector" (the Deputy Commissioner or any officer appointed by the State Government to discharge functions under the Act). This is particularly relevant for farmers, landowners, local authorities, and businesses engaged in construction or mining activities in Haryana, as it clarifies that while a person may own or lease the surface of land, they cannot lay claim to the minerals beneath it—those rights are exclusively vested in the State Government.
