The government can declare specific municipal zones as "infrastructure deficient" if they have many unauthorized buildings built before 2015. To address this, the Act suspends legal action against these illegal structures for three years. This pause allows local authorities to fix the missing amenities and eventually regularize the plots and buildings. The main purpose is to give these areas a chance to develop properly by balancing the need for infrastructure with the reality of existing unauthorized construction.
