Method of recruitment

(1) Recruitment to the Service shall be made :— (a) by promotion .. 50% ; or (b) by direct recruitment 50% ; or (c) by transfer or deputation of a person already in the service of any State Government or the Government of India ; provided no eligible person is available for promotion or direct recruitment. (2) When any vacancy occurs or is about to occur in the Service, the appointing authority shall determine in what manner such vacancy shall be filled. (3) Appointment to any post by promotion shall be made strictly on the basis of seniority-cum-merit and no person shall be entitled to claim promotion on the basis of seniority alone.
