Bare Act
The Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Act, 2016
This Act provides for affirmative action by granting reservations in public employment and state-funded educational institutions for Backward Classes in Haryana. It classifies eligible communities into distinct blocks to distribute reserved percentages for government jobs and academic admissions. The law excludes high-income individuals, defined as the creamy layer, from receiving these benefits to ensure support reaches those in genuine socio-economic need. By establishing authority for issuing caste certificates, periodic schedule reviews, and clear quotas, this legislation aims to promote social equality, enhance representation of historically disadvantaged groups in state services, and improve access to higher education across the state.
