Appeal

1. (1) Any person aggrieved by a decision of the Collector under section 3, 4, 5 or 6 may, within thirty days from the date of the decision, appeal to the Commissioner.
2. (2) The Commissioner shall, after giving the appellant a reasonable opportunity of being heard, pass such order on the appeal as he thinks fit.
3. (3) The order of the Commissioner shall be final.
