Officers and servants of the Board.

(1) The State Government shall appoint an officer to be the secretary to the Board who shall be subordinate to the Chief Executive Officer.

(2) The Board may appoint such other officers and servants subordinate to the Chief Executive Officer as it considers necessary for the efficient performance of its duties and functions. (3) The recruitment and conditions of service of-

(a) the secretary shall be such as may be proscribed, and

(b) the other officers and servants shall be such as may be determined by regulations.
