Vacancy etc. not to invalidate proceeding of Board or Committee

No act or proceeding of the Board or any of its committee shall be invalidated merely by reason of -

1. (a) any vacancy therein, or any defect in the constitution thereof, or
2. (b) any disqualification of or any defect in the appointment of a person acting as a member thereof, or
3. (c) any irregularity in its procedure not affecting the merits of the case.
