This Act sets up the Children's University in Gujarat to research and promote the all-round development and education of children. It sets out the University's objects, powers, modes of research and jurisdiction, and opens it to all irrespective of religion, caste or sex. It establishes its officers, including the Chancellor, Vice-Chancellor, Director General and Registrar, and its authorities such as the General Council.

- 31. The thesis shall be presented to the Academic Council at the interval of the period of two years, failing which note shall be taken in the appraisal programme of the Academic Council.

- 34. The annual accounts and financial estimates shall be considered by the General Council at its annual meeting and may be passed with such modifications as the General Council may deem fit.

- 36. He may, after receiving the comments of the Executive Council, either withdraw the order suspending the Ordinances or reject the Ordinances, and his decision shall be final.
