Bare Act
The Goa Panchayat Raj Act, 1994
The Goa Panchayat Raj Act 1994 establishes and regulates local government bodies, known as Village Panchayats and Gram Sabhas, across rural Goa. This legislation applies directly to all village electors, local government officials, and communities within the state. By defining rules for elections, member qualifications, and mandatory seat reservations for women and marginalized groups, the Act ensures fair local representation. It matters because it empowers citizens with direct democratic control over their communities, allowing them to approve budgets, supervise public works, and guide developmental decisions, thereby strengthening grassroots democracy and encouraging active and inclusive social progress in rural Goan villages.
