This law protects people called mundkars, who live in houses on land owned by bhatkars, from being evicted without proper reason. It gives them the right to buy their homes and the land around them at a fair price. The Act also aims to change the old system where mundkars had to work for free on the land and replace it with paid work. It applies to the district of Goa, ensuring that tenants have security of tenure and a path to ownership.
