Manual of Goa Laws (Vol. III) – 853 – Public Moneys (Recovery of Dues) Act
This law provides a streamlined mechanism for recovering unpaid public money across Goa, Daman, and Diu without lengthy civil court procedures. It applies to individuals and businesses that default on loans, grants, financial assistance, or guarantees provided by the state government, government-owned corporations, state companies, or participating banks, especially under development or welfare schemes. Instead of initiating civil lawsuits, designated officials can issue recovery certificates to local Collectors, who then collect the defaulted amounts as if they were arrears of land revenue. By bypassing civil court delays, the law ensures speedy recovery of public funds intended for regional development and welfare.

- 3. Official Gazette, Series I No. 26 dated 27-09-1990 and came into force at once.
- 4. Civil Court in respect of any action taken or intended to be taken in pursuance of the right conferred by this section.
- 5. Collector certifies that there is no prospect for realisation of the entire sum due through the first mentioned process within reasonable time.
