Manual of Goa Laws (Vol. I) – 965 – Contingency Fund Act
This Act establishes and regulates the Contingency Fund for Goa, Daman, and Diu, later adapted for the State of Goa. Held on behalf of the Governor or Administrator by the Finance Secretary, this financial reserve allows the executive government to immediately cover urgent, unforeseen state expenditure before receiving formal authorization from the Legislative Assembly. It applies to state financial officers, government departments, and the state legislature. The law ensures that while emergency funds are readily available for immediate public needs, democratic accountability is preserved by requiring the government to seek legislative approval and replenish the fund at the earliest session.
