The Goa Ancient Monuments and Archaeological Sites and Remains Act, 1978
The Goa Ancient Monuments and Archaeological Sites and Remains Act, 1978 provides a state-level legal system to protect, preserve, and maintain historical monuments, archaeological sites, and antiquities in Goa that are not already declared by Parliament to be of national importance. It applies to heritage structures, ruins, rock sculptures, and historic objects that have existed for at least one hundred years, as well as land owners, developers, and visitors. For ordinary citizens, the Act ensures that local heritage is safeguarded against destruction, commercial encroachment, or unauthorized mining. It balances public heritage conservation with private property rights by allowing agreements with private owners, offering compensation for restrictions, establishing rules for public access, and permitting regulated adaptive re-use without compromising a monument's historical character.
