Amendment of section 3 Amendment of section 3.— In section 3 of the principal Act,—

1. (i) for the words “the Registrar shall certify”, the words “the Inspector-General shall, subject to the provisions of section 3A, certify” shall be substituted;
2. (ii) for the words “the Registrar for”, the words “the Inspector-General for” shall be substituted.
