This Act regulates plant diseases, pests, parasites, and noxious weeds within the Union territory of Goa, Daman, and Diu. It empowers the government to declare specific areas as "affected" if these biological threats harm crops, contaminate water, or obstruct waterways. Once an area is declared, the District Magistrate can issue orders requiring land occupiers to remove or destroy infested plants and may call upon local residents to assist in these eradication efforts. The legislation aims to prevent the introduction, spread, and re-appearance of harmful plant life to protect agriculture and public infrastructure.
