Functions of the Authority
The Chhattisgarh Right of Youth to Skill Development Act, 2013(a) To formulate, implement, monitor and evaluate the State Skill Development Policy. (b) To determine the skill gap in different sectors and regions and prepare appropriate training programs to bridge the gap. (c) To prescribe standards for the skill development training and certification, in accordance with the National Vocational Qualification Framework or such other standards as the State Government may specify. (d) To establish a framework for the recognition of prior learning. (e) To create and maintain a database of the youth and the skill training providers in the State. (f) To coordinate with various Government departments and other agencies for effective implementation of the skill development programmes. (g) To provide financial assistance to eligible persons for the purpose of skill development training, as may be prescribed. (h) To undertake any other function as may be entrusted to it by the State Government, for the purpose of the Act. The Governing Council shall meet at least once in a year and shall have the following functions and responsibilities, namely :- (a) To provide policy directions to the Executive Committee or the Chief Executive Officer, as the case may be, for the implementation of the Provisions of this Act and regulations made thereunder; (b) To advise the State Government on policies dealing with skill development; (c) To approve the five-year perspective plan for skill development in the State; (d) To approve the Annual Skill Development Plan proposed by the Executive Committee, with such modifications as it may deem fit; (e) To approve notification of regulations made under Section 11 of this Act or modifications thereof; (f) To approve the Annual Report and the Annual Financial Accounts of the State Authority; (g) To delegate, to such extent, any of its powers to the Executive Committee and to authorize it to take such decisions on its behalf, as may be necessary, for effectively carrying out the purposes of this Act; and (h) To exercise such other powers not specified above, as may be necessary to carry out the purposes of this Act, which do not require the prior approval of the State Government. In Section 12 of the Principal Act- (i) In clause (g), after the words and punctuation "purposes of this Act;", the word "and" shall stand deleted. (ii) After clause (g), the following shall be inserted, namely :- "(gg) To perform such other functions, not being inconsistent with the purposes of this Act, as assigned to it by the State Government; and"
