This Act protects water supply in times of scarcity. The Collector can declare part of a district a water-scarcity area to keep up the public supply, distribute water fairly and meet domestic needs. In such an area, no one may draw water from any source for irrigation, industry or any purpose other than domestic use without the Collector's permission, and tube wells cannot be dug without permission. Orders can be appealed and reviewed, and breaking them is an offence.
