Inspection of the University and colleges
The Chhattisgarh Kushabhau Thakre Patrakarita Avam Jansanchar University (Amendment) Act, 2014(1) The Kulpati (Chancellor) may, suo motu, by such person or persons as he may direct, inspect the University, its buildings, laboratories, museums, workshops and equipment, and any college or institution maintained by the University, or to whom privileges have been given by it, and the examinations conducted by the University, the teaching and other work done by it, and may also cause an inquiry to be made in like manner in respect of any matter connected with the administration or finance of the University, colleges or institutions; and on a request being made by the State Government, the Kulpati shall cause such inspection or inquiry to be made by such person or persons as he may direct. (2) The Kulpati shall, in every case, give notice of his intention to cause an inspection or inquiry: (a) to the University, if such inspection or inquiry is to be made in respect of the University, or a college or institution maintained by the University; (b) to the governing body of the college or institution, if such inspection or inquiry is to be made in respect of a college or institution to which privileges have been given by the University; and would be entitled to appoint a representative, who shall have the right to be present and be heard at the time of such inspection or inquiry. (3) Such person shall submit a report of the result of such inspection or inquiry to the Kulpati, and the Kulpati shall communicate his views with regard to the result of such inspection or inquiry, through the Kulpati (Vice-Chancellor) to the Executive Council or the said governing body, as the case may be, and shall, after ascertaining the opinion of the Executive Council or governing body, advise on the action to be taken by the University or the governing body, provided that where the inspection or inquiry was caused on the request of the State Government, the Kulpati shall act under this sub-section in consultation with the State Government. (4) The Executive Council or the governing body, as the case may be, shall, through the Kulpati (Vice-Chancellor), inform the Kulpati (Chancellor) of the action, if any, which it proposes to take as a result of such inspection or inquiry, and such report shall be sent within such time as the Kulpati (Chancellor) may specify. (5) Where the Executive Council or the governing body fails to take action to the satisfaction of the Kulpati (Chancellor) within a reasonable time, the Kulpati (Chancellor) may, after considering the explanation given or the representation made by the Executive Council or the governing body, and in consultation with the State Government, issue such directions as he may deem fit, and the Executive Council or the governing body, as the case may be, shall comply with them.
