The Clinical Establishment ACT
This law regulates healthcare facilities across Punjab by creating a mandatory registration and oversight framework. It applies to public and private clinical establishments, including hospitals, clinics, diagnostic centers, and nursing homes, regardless of the medical system practiced, while excluding armed forces facilities. By establishing state and district authorities, the law enforces minimum standards for infrastructure, staffing, hygiene, biomedical waste disposal, and emergency care. It protects patients by mandating transparent billing, non-discrimination, access to medical records, and formal grievance mechanisms.
