Provided that if there be any financial implication which may arise under the regulation, it shall not be enforceable unless prior approval of the state government has been obtained.

General Fund Annual Report. —

1. (1) The annual report of the University shall be prepared under the directions of the Executive Council, which shall include, among other matters, the steps taken by the University towards the fulfillment of its objects and shall be submitted to the General Council on or after such date as may be prescribed by the Statutes and the General Council shall consider in its annual meeting ;
2. (2) The General Council shall submit the Annual Report to the Chancellor along with its comments, if any;
3. (3) A copy of the annual report, as prepared under sub-section (l), shall also be submitted to the Government
