Bare Act
The Bihar Private Schools (Fees Regulation) Act, 2019
This law regulates the fees charged by private schools in Bihar, targeting institutions providing education from nursery to class twelve. It establishes Fee Regulatory Committees at the divisional level that must review and approve any request to increase fees beyond a yearly limit of seven percent. The Act mandates transparency, requiring schools to display annual fee details and justification for higher hikes. It applies to private schools but excludes aided institutions, government-run schools, and certain minority categories. By setting a cap on fee hikes and enforcing committee oversight, the legislation aims to prevent arbitrary financial demands and make education more affordable and accessible for families in the state.
