Power of Government to make model regulations- (1) The

Government may, subject to the provisions of this Act and the rules made thereunder and after previous publication of the draft for a period it deems proper, make model regulations and bye-laws for Gram Panchayats, Panchayat Samitis and Zila Parishads.

1. (2) A Gram Panchayat, Panchayat Samiti or Zila Parishad may, by resolution, adopt the model bye-laws or regulations, as the case may be, made under sub-section (1) and such bye-laws and regulations shall come into force within the jurisdiction of the Gram Panchayat,
