This Act amends the Assam Municipal Act, 1956. A candidate for municipal elections must now file an affidavit with their nomination disclosing any criminal record, assets and liabilities and educational qualifications, and the returning officer displays it publicly. The Act also transfers functions, funds and staff to municipal boards, and requires them to keep proper accounts, prepare balance sheets and have them audited.
