This Act amends the Assam Frontier (Administration of Justice) Regulation of 1945 to expand its application across the entire state of Arunachal Pradesh, replacing the previous limited scope of specific frontier tracts. It updates legal definitions to include "district" and "Village Authority," which refers to traditional village councils and heads. Crucially, the legislation changes the judicial procedure by requiring Assistant or Deputy Commissioners to refer cases back to these village authorities for trial and settlement in customary courts, thereby decentralizing justice administration to local traditional governance structures.

Amendment of clause (b) of section 1 : In the Assam Frontier (Administration of Justice) Regulation, 1945 (hereinafter called the principal Regulation, - in clause (b), in section 1, for the words, It extends to the whole of Balipara, Lakhimpur, Sadiya and Tirap Frontier Tracts the words, It shall extend to the whole of the State of Arunachal Pradesh shall be substituted.
