This Act amends the Andhra Pradesh Public Libraries Act, 1960. It restructures the State library body (the Grandhalaya Parishad), sets out the powers of its Member-Secretary, how vacancies are filled, its funds, and the transfer of properties and staff. It lets the Government give directions and sets up a Vigilance and Audit cell to oversee library bodies.
