Provided that no such order shall be issued after the expiry of two years from the commencement of this Act.

Power to make regulations -1 17. Power to make regulations. —

1. (1) The Commission may, with the previous approval of the Government, by notification in the Andhra Pradesh Gazette, make regulations not inconsistent with the provisions of this Act and the rules made thereunder, for effectively carrying out the purposes of this Act.
2. (2) In particular and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely:—
   • (a) the procedure and the method of transaction of business by the Commission;
   • (b) the quorum for the meetings of the Commission;
   • (c) the procedure for enquiry by the Commission under section 9.
