Chapter III OFFICERS OF UNIVERSITY AND INSTITUTE OF RURAL MANAGEMENT ANAND SCHOOL

The following shall be the officers of the University and the Institute of Rural Management Anand School, namely:---

1. (a) the Vice-Chancellor;
2. (b) the Director and ex officio Dean of the Institute of Rural Management Anand School;
3. (c) the Dean;
4. (d) the Registrar;
5. (e) the Finance Officer;
6. (f) the Controller of Examinations;
7. (g) the Librarian; and
8. (h) such other officers as may be provided by the Ordinances to be the officers of the University and the Institute of Rural Management Anand School.

1. (1) The Vice-Chancellor shall be a person having such eligibility criteria and shall be appointed by the Central Government in such manner and subject to such terms and conditions of service as may be provided by the Statutes: Provided that the first Vice-Chancellor shall be appointed by the Central Government in such manner and subject to such terms and conditions as may be determined by it and he shall hold office for a term of three years and may be eligible for re-appointment for another term of two years.
2. (2) The Vice-Chancellor shall be the principal executive and academic officer of the University and shall exercise general supervision and control over other officers of the University.
3. (3) The Vice-Chancellor may, if he is of the opinion that immediate action is necessary on any matter, exercise any power conferred on any authority, except the Governing Board of the University by or under this Act and shall inform such authority at its next meeting the action taken by him on such matter.
4. (4) Where the Vice-Chancellor is of the opinion that any decision taken by any officer or authority, other than Chancellor or the Governing Board of the University is beyond the powers of such officer or authority conferred under the provisions of this Act or the Statutes or the Ordinances made thereunder or that any decision taken by the officer or authority is not as per the objects of the University, he shall have powers to rescind such decisions and issue appropriate directions and all such matters shall be placed before the Governing Board for information.
5. (5) The Vice-Chancellor shall exercise such other powers and perform such other duties as may be provided by the Statutes.

(1) The Registrar shall be appointed by the Central Government in such manner, and on such terms and conditions, as may be provided by the Statutes: Provided that the first Registrar shall be appointed by the Central Government in such manner and on such terms and conditions as may be determined by it and the said officer shall hold office for a term of three years, and may be eligible for re-appointment for another term of two years.
2. (2) The Registrar shall have the power to enter into agreements, sign documents and authenticate records on behalf of the University, and shall exercise such other powers and perform such other duties, as may be provided by the Statutes.

The Finance Officer shall be appointed by the Central Government in such manner, and on such terms and conditions and shall exercise such powers and perform such duties, as may be provided by the Statutes: Provided that the first Finance Officer shall be appointed by the Central Government in such manner and on such terms and conditions as may be determined by it and the said officer shall hold office for a term of three years, and may be eligible for re-appointment for another term of two years.

1. (1) There shall be a Director and ex officio Dean of the Institute of Rural Management Anand School who shall be the principal academic and administrative officer for that School, and shall exercise supervision and control over all employees of that School.
2. (2) The Director shall be appointed in such manner, and on such terms and conditions and shall exercise such powers and perform such duties, as may be provided by the Ordinances.

1. (1) Each School of the University shall be headed by a Dean who shall be the principal academic and administrative officer for that School, and shall exercise supervision and control over all employees of that School.
2. (2) The Dean shall be appointed by the Executive Council in such manner, and on such terms and conditions, and shall exercise such powers and perform such duties, as may be provided by the Ordinances.

The Controller of Examinations shall be appointed in such manner, and on such terms and conditions, and shall exercise such powers and perform such duties, as may be provided by the Ordinances.

The Librarian shall be appointed in such manner, and on such terms and conditions, and shall exercise such powers and perform such duties, as may be provided by the Ordinances.

1. (1) In addition to the officers referred to in clauses (a) to (g) of section 11, the University shall consist of such other officers as may be provided by the Ordinances.
2. (2) The manner of appointment, terms and conditions of service and powers and duties of other officers of the University shall be such as may be provided by the Ordinances.
