42. Statutes
Statutory text
Statutes, Ordinances and Regulations
Subject to the provisions of this Act, the Statutes may provide for any matter and shall, in particular, provide for following, namely:-
- (a) the constitution, powers and duties of the authorities of the University;
- (b) the appointment, nomination and continuance in office of the members of the authorities of the University and all other matters relating to these authorities for which it may be necessary or desirable to provide;
- (c) creation, composition and functions of other authority or committees, necessary or desirable for improving the academic life of the University;
- (d) powers, functions, duties and terms and conditions of services of the officers;
- (e) classification, qualification and terms and conditions of services and duties of teachers and non-teaching staff of the University;
- (f) establishment, amalgamation, sub-divisions or abolition of Faculties, Divisions, Department, Research Stations, Centres or other units of the University;
- (g) establishment of pension and insurance schemes for the benefit of officers, teachers and other employees of the University and the rules, terms and conditions of such schemes;
- (h) holding of convocations to confer degrees and diplomas;
- (i) conferment and withdrawal of honorary degrees and academic distinctions;
- (j) conditions of service, remunerations and allowances including travelling and daily allowances to be paid to officers, teachers and other persons employed under the University;
- (k) management of Colleges, Centres, Divisions, Departments, Regional Stations or other institutions founded or maintained by the University;
- (l) constitution of Selection Committee for appointment of staff other than teachers and officers;
- (m) the institution of fellowships, scholarships, stipend, bursaries, medals and prizes and the conditions of award thereof;
- (n) the money to form part of and to be paid into the University fund and the matters to which the fund may be applied and appropriated; and
- (o) all other matters which by this Act are required to be or may be provided for or prescribed otherwise than by Ordinances or Regulations.

43. Statutes how made
Statutory text
- (1) The Statutes may be made, amended or repealed by the Board in the manner hereinafter provided.
- (2) The Board may take into consideration the draft of a Statute either at its own motion or on a proposal by any authority of the University.
- (3) The Board, if it thinks necessary, may also obtain the opinion of any officer or authority of the University in regard to any draft Statute, which is before it for consideration.
- (4) Every Statute passed by the Board shall be submitted to the Chancellor who may give or withhold his or her assent thereto or send it back to the Board for reconsideration.
- (5) No Statute passed by the Board shall be valid or shall come into force until assented to by the Chancellor.
- (6) Notwithstanding anything contained in the foregoing sub-sections, the Chancellor, either suo-moto or on the advice of the State Government, may, direct the University to make provisions in the Statute in respect of any matter specified by him and if the Board fails to implement such a direction within sixty days of its receipt, the Chancellor may, after considering the reasons, if any, communicated by the Board for its inability to comply with such direction, make or amend the Statutes suitably.

44. Ordinances
Statutory text
Subject to the provisions of this Act and the Statutes, the Ordinances may provide for all or any of the following matters, namely:-
- (a) the conduct of examinations including the appointments of examiners and their terms and conditions;
- (b) the admission of the students to the University and their enrolment and continuance as such and the conditions and procedures for dropping students from enrolment;
- (c) the fees which may be charged by the University;
- (d) the courses of study to be laid down for all degrees, diplomas and other distinctions;
- (e) the conditions under which students shall be admitted to the degrees, diplomas or other courses and examinations of the University and the ineligibility for the award of degrees and diploma;
- (f) the conditions for conferment of degrees, diplomas and other academic distinctions;
- (g) the maintenance of discipline among the students of the University;
- (h) the special arrangements, if any, which may be made for residence, discipline and teaching of women students;
- (i) the conditions of residence of students of the University and the levy for fees residence in hostels;
- (j) the recognition and management of hostels not maintained by the University; and
- (k) any other matter required by this Act or the Statutes to be dealt by or under the Ordinances of the University.

45. Ordinances how made
Statutory text
- (1) The Board may make, amend or repeal Ordinances in the manner hereinafter provided.
- (2) No Ordinances concerning the academic matters shall be made by the Board unless a draft thereof has been proposed by the Academic Council.
- (3) The Board shall not have the power to amend any draft proposed by the Academic Council under sub-section (2), but may reject or return it to the Academic Council for reconsideration, in part or in whole, together with any amendments which the Board may suggest.
- (4) All Ordinances made by the Board shall have effect from such date as it may direct, but every Ordinance so made shall be submitted to the Chancellor within two weeks. The Chancellor shall have the power to direct the Board, within four weeks of the receipt of the Ordinance to suspend its operation, and he or she shall, as soon as possible, inform the Board of his or her objection to it, he or she may, after receiving the comments of the Board either withdraw the order suspending the Ordinance or disallow the Ordinance, and his or her decision shall be final.

46. Regulations
Statutory text
- (1) Subject to the provisions of this Act, the Statutes and Ordinances, every authority of the University may make Regulations -
- (a) laying down the procedure to be observed at their meetings and the number of members required to form a quorum;
- (b) providing for all matters which by this Act and the Statutes or Ordinances are to be provided for by that authority by regulations; and
- (c) providing for any other matter solely concerning such authority and not provided for by this Act and the Statutes or the Ordinances.
- (2) Every authority of the University shall make Regulations providing for giving notice to the members of such authority of the dates of meetings and of the business to be transacted thereat and for the keeping of a record of the proceeding of meetings.
- (3) The Board may direct amendment, in such manner as it may specify, of any Regulations made under this section or annulment thereof by any authority of the University.
