3. Establishment and incorporation of the University

The University
- (1) There shall be established in the State of Rajasthan, a University by the name of “The Rajasthan University of Veterinary and Animal Sciences (Jobner) Jaipur”.
- (2) The University shall consist of a Chancellor, a Vice-Chancellor, a Board of Management, an Academic Council, the Research Council, an Extension Education Council and other authorities and officers as specified in this Act or the Statutes.
- (3) The University shall be a body corporate having perpetual succession and a common seal and shall sue and be sued by its corporate name.
- (4) The University shall be competent to acquire and hold property, both movable and immovable, to lease, sell or otherwise transfer any movable or immovable property which may have become vested in or have been acquired by it for the purpose of the University, and to borrow money from the Central Government, State Government or any other sources approved by the Central or the State Government and it may enter into a contract and do all other things necessary for the purposes of this Act.
- (5) In all suits and other legal proceedings by or against the University, the pleadings shall be signed and verified by the Registrar and all processes in such suits and proceedings shall be issued to and served on the Registrar.
- (6) The Headquarters of the University shall be at Jobner, Jaipur.

4. Jurisdiction

- (1) With respect to teaching at the University or college level, research and extension education programmes in the field of veterinary, dairy, food sciences and animal husbandry as broadly defined in this Act, the territorial jurisdiction and responsibility of this University shall, notwithstanding anything contained in the Rajasthan University of Veterinary and Animal Sciences, Bikaner Act, 2010 (Act No. 13 of 2010) or any other law for the time being in force, extend to various districts of central and eastern region of the state viz., Jaipur, Dausa, Alwar, Jhunjhunu, Sikar, Ajmer, Tonk, Bhilwara, Nagaur, Bhartpur, Dholpur, Karauli, Sawaimadhopur and Kota, Bundi, Baran, Jhalawar districts situated in Jaipur, Ajmer, Bharatpur and Kota divisions.
- (2) All colleges, research stations, extension centers and other institutions or units functioning under the direct control or supervision of the University, be the constituent units of the University under its complete management and control.
- (3) The University may collaborate or enter into memorandum of understanding for the purpose of furthering education, research and extension in the field of veterinary, dairy, food, animal sciences and health with any governmental or nongovernmental agency, society, trust, body within or outside the country, and may provide and receive funds for this purpose.

5. Objectives of the University

The following shall be the objectives of the University, namely:-
- (i) making provision for imparting education towards development of quality human resource, in different branches of study in veterinary, dairy, food and animal sciences;
- (ii) furthering the advancement of learning and conducting of research;
- (iii) undertaking extension education;
- (iv) promoting partnership and linkages with national and international educational and research institutions;
- (v) liaising and establishing vital linkages with the concerned line departments working in the fields of animal husbandry, dairy and food sciences, fisheries and dairy development, animal technology in the State, by whatever name called, governed by the Government of Rajasthan as well as the Union Government;
- (vi) liaising with National and International Academic and Research Institutes, specialized in the field of veterinary, animal, dairy, food and fishery sciences and animal technology with a view to keep abreast of the latest technology; and
- (vii) such other objectives as the University may from time to time determine.

6. Admission to the University

- (1) The University shall, subject to the provisions of this Act, Statutes, Ordinances and Regulations, be open to all persons.
- (2) Nothing contained in sub-section (1) shall require the University-
- (a) to admit to any course of study any person who does not possess the prescribed academic qualification or standard; or
- (b) to retain on the rolls of the University any student whose academic record is below the minimum standard required for the award of a degree, diploma or other academic distinction; or
- (c) to admit any person or retain any student whose conduct is prejudicial to the interests or discipline of the University or the rights and privileges of other students and employees; or
- (d) to admit to any course of study students larger in number than those prescribed.
- (3) Subject to the provisions of sub-section (2), reservation of seats in admission for the students belonging to the Scheduled Castes, Scheduled Tribes and Backward Classes and women students shall be made in accordance with the provisions of any law for the time being in force or in accordance with the policy of the State Government.

7. Powers and functions of the University

The University shall have the following powers and functions, namely:-
- (a) to provide for instructions, training and research in veterinary and animal sciences including on self-finance mode;
- (b) to provide for dissemination of the findings of research and technical information through extension education programmes;
- (c) to institute degrees, diplomas, post doctorate and other academic distinctions in veterinary, fisheries, dairy, food, community and animal sciences;
- (d) to institute courses of study and hold examinations for and confer degrees, diplomas and other academic distinctions on persons who have pursued and qualified for a prescribed course of study or research or both in the University including part courses or research or both carried out in any other University or recognized institutions for the purpose;
- (e) to confer honorary degrees or other distinctions as may be prescribed by statutes;
- (f) to provide lectures, training and instructions for field workers, livestock farmers and other persons not enrolled as regular students of the University;
- (g) to collaborate in academic, research and extension education programmes with other universities, institutes of Indian Council of Agricultural Research and public or private research and development organizations or institutions;
- (h) to establish, run and maintain colleges, research stations, Krishi Vigyan Kendra, Pashu Vigyan Kendra and any other institutions relating to veterinary, dairy, food and animal sciences;
- (i) to affiliate colleges, institutions or units to the University under conditions prescribed and to withdraw affiliation from colleges, institutions or units;
- (j) to establish and maintain laboratories, libraries, research stations and institutions and museums for teaching, research and extension education;
- (k) to institute teaching, research and extension education posts and to appoint persons to such posts;
- (l) to create administrative and other posts and to appoint persons to such posts;
- (m) to institute and award fellowships, scholarships, studentships, bursaries, exhibitions, medals and prizes in accordance with the Statutes;
- (n) to establish and maintain hostels, to recognize hostels not maintained by the University and to withdraw recognition therefrom;
- (o) to establish and maintain residential accommodation for the employees of the University;
- (p) to fix, demand and receive such fees and other charges as may be prescribed;
- (q) to supervise and control residence, conduct and discipline of the students of the University and to make arrangements for promoting their health and welfare; and
- (r) to do all such acts and things, whether incidental to the powers and functions aforesaid or not, as may be necessary or desirable to further the objects of the University.

8. The Chancellor

- (1) The Governor of the State of Rajasthan shall, by virtue of his or her office, be the Chancellor of the University.
- (2) The Chancellor shall be the Head of the University and shall, when present, preside at any convocation of the University and confer degrees, diplomas or other academic distinctions upon persons entitled to receive them.
- (3) The Chancellor may of his or her own motion or on application call for and examine the record of any officer or authority of the University in respect of any proceeding to satisfy himself or herself as to the regularity of such proceeding or the correctness, legality or propriety of any decision taken or order made therein; and if in any case, it appears to the Chancellor that any such decision or order should be modified, annulled, reversed or remitted for reconsideration, he or she may pass orders accordingly: Provided that every application to the Chancellor for the exercise of the powers under this section shall be preferred within three months from the date on which the proceeding, decision or order to which the application relates was communicated to the applicant: Provided further that no order prejudicial to any person shall be passed unless such person has been given an opportunity of making his or her representation.
- (4) The Chancellor shall exercise such other powers and perform such other functions as may be conferred on or assigned to him or her by or under this Act.

9. Visitation

- (1) The Chancellor shall have the right to cause an inspection, to be made by such person or persons as he or she may direct-
- (a) of the University, its buildings, laboratories, libraries, museums, workshops and equipments; or
- (b) of any college, institution or hostel maintained by the University; or
- (c) of the teaching and other work conducted or done by the University; or
- (d) of the conduct of any examination held by the University.
- (2) The Chancellor shall also have the right to cause an inquiry to be made by such person or persons as he or she may direct in respect of any matter connected with the administration or finance of the University.
- (3) The Chancellor shall, in every case, give notice to the University of his or her intention to cause an inspection or inquiry to be made and the University shall be entitled to be represented at such inspection or inquiry.
- (4) The Chancellor shall communicate to the University his or her views with reference to the result of such inspection or inquiry and may, after ascertaining the opinion of the University thereon, advise the University upon the action to be taken and fix a time limit for taking such action.
- (5) The University shall, within the time limit so fixed, report to the Chancellor the action taken or proposed to be taken on the advice tendered by the Chancellor.
- (6) If the University does not take action within the time limit fixed or if the action taken by the University is in the opinion of the Chancellor not satisfactory, the Chancellor may, after considering any explanation offered or representation made by the University, issue such direction as he or she may deem fit and the University shall comply with such direction.
- (7) If the University does not comply with such direction within such time as may be fixed in that behalf by the Chancellor, the Chancellor shall have power to appoint any person or body to implement such direction and make such order as may be necessary for the expenses thereof.
- (8) The Veterinary Council of India, University Grants Commission, All India Council of Technical Education and other such councils or bodies including such bodies like Indian Council of Agricultural Research, Indian Council of Medical Research etc. shall have the right to cause an inspection, to be made by such person or persons as they may direct, of the University, its buildings, laboratories and equipments, and of any constituent or affiliated units of the University and may cause an inquiry to be made in the like manner of any matter connected with the University. The University shall furnish such information relating to the administration of the University, as they may require.
- (9) The Vice-Chancellor shall have the right to cause an inspection to be made by such person or persons as he or she may direct, of the affiliated colleges or institutions or units, its buildings, laboratories and equipments and of any constituent or affiliated units of the University and may cause an inquiry to be made in the like manner of any matter connected with the University.
