23. Officers of the University

Officers of the University
The University shall consist of the following officers, namely:-
- (a) the Vice-Chancellor;
- (b) the Registrar;
- (c) the Comptroller;
- (d) the Deans;
- (e) the Director of Research;
- (f) the Director of Clinics;
- (g) the Director of Extension Education; and
- (h) such other directors as may be declared by the statutes to be the officers of University;

24. The Vice-Chancellor

- (1) There shall be a Vice-Chancellor of the University who shall be appointed by the Chancellor in consultation with the State Government from a panel of eminent educationists in veterinary and animal sciences recommended by the Search Committee referred to in sub-section (2) and such panel shall not contain the name of any member of the said Committee.
- (2) For the purpose of sub-section (1), the Search Committee shall consist of four persons of whom one shall be nominated by the Chancellor, one shall be nominated by Veterinary Council of India (VCI), one shall be nominated by the Board of Management and one shall be nominated by the Government: Provided that one of these members shall be nominated by the Chancellor to act as convener and all the members of the Search Committee must have basic veterinary qualification as provided in the Indian Veterinary Council Act, 1984 (Central Act No. 52 of 1984): Provided further that the persons so nominated shall not be a member of any of the authorities of the University.
- (3) The Search Committee shall prepare and recommend a panel of not less than three persons and not more than five persons to be appointed as Vice-Chancellor.
- (4) For the purpose of selection of the Vice-Chancellor, the Search Committee shall invite applications from eligible persons through a public notice and while considering the names of persons to be appointed as Vice-Chancellor, the Search Committee shall give proper weightage to academic excellence, exposure to the higher education system in the country and adequate experience in academic and administrative governance and record its findings in writing and enclose the same with the panel to be submitted to the Chancellor.
- (5) No person shall be eligible to be appointed as Vice-Chancellor unless he is, a distinguished academician in the field of veterinary and animal sciences education having a recognized veterinary qualification as defined in the Indian Veterinary Council Act, 1984 (Central Act No. 52 of 1984) and a minimum of ten years’ experience as Professor in a University or college or ten years experience in an equivalent position in a reputed research and/or academic administrative organization with proof of academic excellence and demonstrated leadership quality and, of a highest level of competence, integrity, morals, and institutional commitments.
- (6) The Vice-Chancellor shall hold office for a period of three years and shall be eligible to be appointed for a second term but there after he or she shall not be eligible to hold office of the Vice-Chancellor: Provided that-
- (a) the Chancellor may, by order, direct that a Vice-Chancellor, whose term of office has expired, shall continue in office for such period, not exceeding a total period of one year, as may be specified in the order; and
- (b) the Vice-Chancellor may, by writing under his or her hand addressed to the Chancellor and after giving one month notice, resign his or her office: Provided further that a person appointed as Vice-Chancellor shall retire from his or her office if, during the term of his or her office or any extension thereof, he or she completes the age of seventy years.
- (7) Where a permanent vacancy in the office of the Vice-Chancellor occurs by reason of his or her death, resignation, removal or expiry of the term or on any other ground, it shall be filled by the Chancellor in the manner specified in sub-section (1) and for so long as it is not so filled, stop-gap arrangement may be made by the Chancellor under and in accordance with sub-section (8).
- (8) In the case of a temporary vacancy in the office of the Vice-Chancellor by reason of illness, absence, suspension or otherwise, or when a stop-gap arrangement is necessary under subsection (7), the Chancellor may, on advice of the Government, make such arrangements for carrying on the functions of the Vice-Chancellor as he or she deems fit.
- (9) The Vice-Chancellor shall be a whole-time officer of the University and his or her emolument and other terms and conditions of service shall be as follows:-
- (i) the Vice-Chancellor shall be entitled to such salary as may be prescribed by Statutes;
- (ii) the Vice-Chancellor shall be entitled to free furnished official residence; and
- (iii) the Vice-Chancellor shall be entitled to such terminal benefits and allowances as are sanctioned or granted from time to time by the Board with the approval of the Chancellor or prescribed by Statutes.
- (10) The official residence of the Vice-Chancellor shall be maintained from the funds of the University.
- (11) Where a person appointed as the Vice-Chancellor was in employment before such appointment in any other college, institution or University, he or she may continue to contribute to the provident fund of which he or she was a member in such employment and the University shall contribute to the account of such person in that provident fund.
- (12) Where the Vice-Chancellor had been in his or her previous employment, a member of any insurance or pension scheme, the University shall make necessary contribution to such scheme.
- (13) The Vice-Chancellor shall be entitled to travelling and daily allowance at such rates as may be fixed by the Board.
- (14) The Vice-Chancellor shall be entitled to leave as under:-
- (a) leave on full pay at the rate of one day for every eleven days of active service; and
- (b) leave on half pay at the rate of twenty days for each completed year of service: Provided that leave on half pay may be commuted as leave on full pay on production of medical certificate.
- (15) Notwithstanding anything contained in the foregoing provisions of this section, the first Vice-Chancellor of the University shall be appointed by the Chancellor after consultation with the State Government for a period not exceeding three years on such terms and conditions as the Chancellor may determine.

25. Removal of Vice-Chancellor

- (1) Notwithstanding anything contained in this Act, if at any time, on the report of the State Government or otherwise, in the opinion of the Chancellor, the Vice-Chancellor wilfully omits or refuses to carry out the provisions of this Act or abuses the powers vested in him, or if otherwise appears to the Chancellor that the continuance of the Vice-Chancellor in office is detrimental to the interest of the University, the Chancellor may, in consultation with the State Government, after making such inquiry as he or she deems proper, by order, remove the Vice-Chancellor: Provided that the Chancellor may, in consultation with the State Government, at any time before making such order, place the Vice-Chancellor under suspension, pending enquiry: Provided further that no order shall be made by the Chancellor unless the Vice-Chancellor has been given a reasonable opportunity of showing cause against the action proposed to be taken against him.
- (2) During the pendency or in contemplation, of any inquiry referred to in sub-section (1) the Chancellor may, in consultation with the State Government, order that till further order-
- (a) such Vice-Chancellor shall refrain from performing the functions of the office of Vice-Chancellor, but shall continue to get the emoluments to which he was otherwise entitled;
- (b) the functions of the office of the Vice-Chancellor shall be performed by the person specified in order.

26. Powers and duties of Vice-Chancellor

- (1) The Vice-Chancellor shall be the principal academic and executive officer of the University and shall in the absence of the Chancellor, preside at convocation of the University and confer degrees, diplomas or other academic distinctions upon persons entitled to receive them. He or she shall be a member ex-officio and Chairperson of the Board, the Academic Council, the Planning Board, and the Finance Committee and shall be entitled to be present at, and to address, any meeting of any authority of the University but shall not be entitled to vote there at, unless he or she is a member of the authority concerned.
- (2) The Vice-Chancellor shall exercise general control over the affairs of the University and shall be responsible for the due maintenance of discipline in the University.
- (3) The Vice-Chancellor shall convene meetings of the Board and the Academic Council.
- (4) The Vice-Chancellor shall ensure that the provisions of this Act, the Statutes, Ordinances and Regulations are observed and carried out and he or she may exercise all powers necessary for this purpose.
- (5) The Vice-Chancellor shall have power to take action on any matter and shall, by order, take such action as he or she may deem necessary but shall, as soon as may be, thereafter report the action taken to the officer or authority or body who or which would have ordinarily dealt with the matter: Provided that no such order shall be passed unless the person likely to be affected has been given reasonable opportunity of being heard.
- (6) Any person aggrieved by any order of the Vice-Chancellor under sub-section (5) may prefer an appeal to the Board within thirty days from the date on which such order is communicated to him or her and the Vice-Chancellor shall give effect to the order passed by the Board on such appeal.
- (7) The Vice-Chancellor shall be responsible for the co-ordination and integration of teaching, research and extension education and curriculum development.
- (8) The Vice-Chancellor shall exercise such other powers and perform such other duties as may be prescribed by the Statutes.
Chapter IV Chapter IV
27. The Registrar
Statutory text
- (1) The Registrar shall be the Chief Administrative Officer of the University. He or she shall work directly under the superintendence, direction and control of the Vice-Chancellor.
- (2) The Registrar shall be appointed by the State Government on deputation from one of its officers of the Rajasthan Administrative Service (not below selection scale) or Indian Administrative Service to be the Registrar: Provided that the Board shall have right to relieve an officer posted under this sub-section for the reasons to be recorded in writing and request the Government to post another officer.
- (3) The Registrar shall hold office for a period of three years and shall be eligible for re-appointment for a further period of three years: Provided that a person appointed as Registrar shall retire from office, if, during the term of his or her office, he or she completes the age of superannuation.
- (4) The emoluments and other terms and conditions of the services of the Registrar shall be such as may be prescribed in the Statutes.
- (5) When the office of the Registrar is vacant, or when the Registrar is, by reason of illness, absence or any other reason, unable to exercise the powers, perform the functions and discharge the duties of his or her office, the powers, functions and duties of the office of the Registrar shall be exercised, performed and discharged by such person as the Vice-Chancellor may appoint for the purpose.
- (6) The Registrar shall be the ex-officio Secretary to the Board and the Academic Council.
- (7) It shall be the duty of the Registrar:-
- (a) to be the custodian of the records, the common seal and such other properties of the University as the Board shall commit to his or her charge; and
- (b) to issue all notices convening meetings of the Board, the Academic Council, the Faculties, the Board of Studies, the Board of Examinations and the Planning Board and of any committee appointed by the authorities of the University.
- (8) (i) Where any proceedings or resolution of the Board or order of the Vice-Chancellor is inconsistent with the provisions of this Act and the Statutes made thereunder, it shall be the duty of the Registrar to tender advice to the Board or the Vice-Chancellor mentioning the relevant provisions and record in the proceedings to the meeting of the Board or on the order of the Vice-Chancellor the fact that he or she had tendered such advice and thereupon put up a note of dissent on such proceedings, resolution, the order or as the case may be, and ensure the communication of the matter to the Chancellor or any officer authorized by him in this behalf within seven days of passing such resolution or order, or as the case may be, undertaking such proceedings.
- (ii) After examining the note of dissent reported under sub-clause (i), the Chancellor or the officer authorized in this behalf by him, may make such interim or final order as he or she thinks fit, which shall be binding on the University: Provided that if no such interim or final order is passed within a period of thirty days from the date of receipt of the dissent note, the Board or, as the case may be, Vice-Chancellor may proceed with the proceedings or the resolution or, as the case may be, the order as if the dissent note was not put up.
- (9) The Registrar shall exercise such powers and perform such other functions and discharge such other duties as may be directed by the Vice-Chancellor or assigned by the Board.

28. The Comptroller
Statutory text
- (1) The Comptroller shall be a whole-time salaried officer of the University to be posted by the Government from its officers of the Rajasthan Accounts Service of the rank of selection scale and the above: Provided that the Board may, for the reasons to be recorded in writing, relieve the Comptroller at any time and request the Government to post another officer.
- (2) The Comptroller shall hold office for a period of three years: Provided that a person appointed as Comptroller shall retire from office if, during the term of his or her office, he or she completes the age of superannuation.
- (3) The emoluments and other terms and conditions of service of the Comptroller shall be such as may be prescribed.
- (4) When the office of the Comptroller is vacant, or when the Comptroller is, by reason of illness or absence or any other cause unable to exercise the powers, perform the functions and discharge the duties of his or her office, the powers, functions and duties of the office of the Comptroller shall be exercised, performed and discharged by such person as the Vice-Chancellor may appoint for the purpose.
- (5) The Comptroller shall be the ex-officio Secretary to the Finance Committee.
- (6) The Comptroller shall-
- (a) exercise general supervision over the funds of the University and shall advise the University as regards its financial policy;
- (b) manage the property and investments of the University including trust and endowed property in accordance with the decision of the Finance Committee and the Board; and
- (c) exercise such other powers and perform such other financial functions, as may be assigned to him or her by the Board, or as may be prescribed: Provided that the Comptroller shall not incur any expenditure or make any investment exceeding such amount as may be prescribed except with the previous approval of the Board.
- (7) Subject to the control of the Board, the Comptroller shall,-
- (a) ensure that the limits fixed by the Board for recurring and non-recurring expenditure for a year are not exceeded and that all moneys are expended for the purposes for which they are granted or allotted;
- (b) be responsible for the preparation of annual accounts, financial estimates and the budget of the University and for their presentation to the Finance Committee and the Board;
- (c) keep a constant watch on the cash and bank balances and of investments;
- (d) watch the progress of the collection of revenue and advise on the methods of collection employed;
- (e) ensure that the registers of buildings, land, furniture and equipments are maintained up-to-date, and that stock checking is conducted in respect of equipments and other consumable materials in all offices, laboratories, colleges and institutions maintained by the University;
- (f) bring to the notice of the Vice-Chancellor and the Registrar any unauthorized expenditure or other financial irregularity and suggest appropriate action to be taken against persons at fault; and
- (g) call from any office, laboratory, college or institution maintained by the University, any information or returns as he or she may consider necessary for the exercise of his or her powers, performance of his or her functions or discharge of his or her duties.

29. The Deans
Statutory text
- (1) Each constituent college shall have a Dean, who shall be a whole-time salaried officer of the University, appointed by the Vice-Chancellor with the approval of the Board on such terms and conditions as may be prescribed by the Statutes.
- (2) Each Faculty shall have a Dean of Faculty as its Chairperson, who shall be designated out of all the Deans of that Faculty on the basis of seniority.
- (3) The University may also appoint a Dean of Post-Graduate Studies, and other such Deans, as may be prescribed by the Statutes.
- (4) The Dean shall exercise such powers and perform such duties as may be prescribed by the Statutes.

30. The Directors
Statutory text
- (1) The Director of Research, the Director of Clinics, the Director of Extension Education and other Directors as per Statutes shall be whole-time salaried officers of the University appointed by the Vice-Chancellor with the approval of the Board on such terms and conditions as may be prescribed by the Statutes.
- (2) The Director of Research, the Director of Clinics, the Director of Extension Education and such other Directors shall exercise such powers and perform such duties as may be prescribed by the Statutes.
