10. Authorities of the University
Authorities of the University
The following shall be the authorities of the University, namely:-
- (a) the Board of Management;
- (b) the Academic Council;
- (c) the Faculties;
- (d) the Board of Studies;
- (e) the Research Council;
- (f) the Extension Education Council;
- (g) the Planning Board;
- (h) the Finance Committee; and
- (i) such other authorities as may be declared by the Statutes to be the authorities of the University.

11. The Board of Management
- (1) The Chancellor shall, as soon as may be after the first Vice-Chancellor is appointed, constitute the Board of Management.
- (2) The Board shall consist of the following members, namely:- Class-I: Ex-officio Members
- (a) the Vice-Chancellor-Chairperson;
- (b) the Secretary to the Government, in-charge of the Animal Husbandry, Dairy and Fisheries Department;
- (c) the Secretary to the Government, in-charge of the Finance Department;
- (d) the secretary to the Government, in-charge of the Law Department;
- (e) the Managing Director of Rajasthan Co-operative Dairy Federation;
- (f) the Director of Animal Husbandry;
- (g) the Director of Fisheries;
- (h) the Registrar; Class-II: Other Members
- (i) two scientists, (not below the rank of Professor) having special knowledge or practical experience in research, teaching and extension education in the field of veterinary and animal sciences, nominated by the Chancellor;
- (j) one livestock farmer nominated by the Government;
- (k) one representative of the industries connected with animal husbandry, Dairy or fisheries nominated by the Government;
- (l) one woman social worker nominated by the Government;
- (m) one nominee of the Veterinary Council of India;
- (n) one eminent educationist from outside the University from the field of veterinary and animal sciences to be nominated by the Vice-Chancellor;
- (o) one University officer to be nominated by the Vice-Chancellor;
- (p) one Professor to be nominated by the Vice-Chancellor; and
- (q) one member of the Rajasthan Legislative Assembly nominated by the Government. Explanation.- For the purpose of this sub-section, expression "Secretary to the Government in-charge" means the Secretary to the Government in-charge of a department and includes an Additional Chief Secretary and a Principal Secretary when he or she is in-charge of a department.
- (3) In case the member specified in clause (b) of subsection (2) is unable to attend the meetings of the Board, for any reason, he or she may depute any officer of his or her department not below the rank of Deputy Secretary to the Government to represent him or her.
- (4) In case the member specified in clause (c) of subsection (2) is unable to attend the meetings of the Board, for any reason, he or she may depute any officer of his or her department not below the rank of Deputy Secretary to the Government to represent him or her.
- (5) In case the member specified in clause (d) of subsection (2) is unable to attend the meetings of the Board, for any reason, he or she may depute any officer of his or her department not below the rank of Deputy Secretary to the Government to represent him or her.
- (6) The term of office of the members of the Board, other than the ex-officio members, shall be three years.
- (7) The members of the Board shall not be entitled to receive any remuneration from the University except such daily and travelling allowances as may be prescribed:

12. Provided that nothing contained in this sub-section shall preclude any member from drawing his or her normal emoluments to which he or she is entitled by virtue of other office he or she holds.
Powers of the Board
- (1) Subject to the provisions of this Act and the Statutes, the Board shall be the Chief Executive Body of the University and shall manage and supervise the properties and activities of the University and shall be responsible for the conduct of all administrative affairs of the University not otherwise provided for in this Act.
- (2) Without prejudice to the generality of the foregoing power, the Board shall have the following powers, namely:-
- (a) to make, amend or repeal the Statutes, Ordinances and Regulations;
- (b) to consider and review the financial requirements of the University and approve the annual financial estimates of the University;
- (c) to provide for the administration of any funds placed at the disposal of the University;
- (d) to arrange for the investment and withdrawal of funds of the University;
- (e) to borrow money for the purposes of the University, with the approval of the Government, on the security of the property of the University and to make suitable arrangements for its re-payment;
- (f) to hold, control and administer the properties of the University;
- (g) to determine the form, provide for the custody, and regulate the use, of the common seal of the University;
- (h) to appoint such committees, either standing or temporary, as it may consider necessary, and specify the terms of reference thereof subject to the provisions of this Act;
- (i) to determine and regulate all questions of policy relating to the University in accordance with the provisions of this Act;
- (j) to make financial provision for the instruction, teaching, research, advancement and dissemination of knowledge in such branches of learning and courses of study as may be determined by the Academic Council;
- (k) to provide for the establishment and maintenance of colleges, hostels, laboratories, experimental and institutional livestock farms and other facilities necessary for carrying out the purposes of this Act;
- (l) to provide for the institution and conferment of degrees, diplomas and other academic distinctions;
- (m) to provide for the institution, maintenance and award of scholarships, fellowships, studentships, bursaries, exhibitions, medals and prizes;
- (n) to accept, on behalf of the University, trust, bequest, donation and transfer of any movable or immovable property made to it;
- (o) to enter into contract or memorandum of understanding on behalf of the University;
- (p) to create teaching, research and extension education posts; and
- (q) to exercise such other powers, not inconsistent with the provisions of this Act or the Statutes, as may be necessary, for carrying out the purposes of this Act.

13. Meetings of the Board
- (1) The Board shall meet at such times and places and shall, subject to the provisions of sub-sections (2) and (3), observe such rules of procedure in regard to transaction of business at its meetings including the quorum at meetings as may be prescribed: Provided that the Board shall meet at least once in every three months.
- (2) The Vice-Chancellor or in his or her absence any member chosen by the members present shall preside at a meeting of the Board.
- (3) All questions at any meeting of the Board shall be decided by a majority of the votes of the members present and voting and in the case of an equality of votes the Vice-Chancellor or the member presiding, as the case may be, shall have and exercise a second or casting vote.
- (4) (a) The Board may, for purposes of consultation, invite any person having special knowledge or practical experience in any subject under consideration to attend any meeting. Such person may speak, and otherwise take part in the proceedings of such meeting but shall not be entitled to vote.
- (b) The person so invited shall be entitled to such daily and travelling allowances as admissible to any member of the Board.

14. The Academic Council
The Academic Council shall be the academic authority of the University and shall, subject to the provisions of this Act and the Statutes have the control and general regulation of teaching and examination in the University and shall be responsible for the maintenance of the standards thereof.

15. Constitution of Academic Council
- (1) The Academic Council shall consist of the following members, namely:- Class-I: Ex-officio Members
- (a) The Vice-Chancellor;
- (b) the Secretary to the Government, in-charge of the Animal Husbandry, Dairy and Fisheries Department;
- (c) the Managing Director of Rajasthan Co-operative Dairy Federation;
- (d) the Director of Animal Husbandry;
- (e) the Director of Fisheries;
- (f) the Dean of each college;
- (g) the Dean of each Faculty;
- (h) the Director of Research;
- (i) the Director of Clinics;
- (j) the Director of Extension Education;
- (k) other Directors as specified in Statutes;
- (l) the Registrar; Class-II: Other Members
- (m) ten members from amongst the heads of departments to be nominated by the Vice-Chancellor on rotational basis; and
- (n) three persons having special knowledge or practical experience in different aspects of veterinary and animal sciences to be nominated by the Vice- Chancellor. Explanation.- For the purpose of this sub-section, expression "Secretary to the Government in-charge" means the Secretary to the Government in-charge of a department and includes an Additional Chief Secretary and a Principal Secretary when he or she is incharge of a department.
- (2) The term of office of the members of the Academic council, other than the ex-officio members, shall be three years. The Vice- Chancellor shall be the ex-officio chairperson and the registrar shall be the ex-officio member secretary of the academic council.
- (3) The members of the Academic Council shall not be entitled to receive any remuneration from the University except such daily and travelling allowances as may be prescribed:

Powers and functions of Academic Council The following shall be the powers and functions of the Academic Council, namely:-
- (a) to exercise general control on teaching and other educational programmes and maintain and promote the standards thereof;
- (b) to make, amend or repeal regulations;
- (c) to propose draft to the Board for making, amending or repealing Ordinances;
- (d) to advise the Board on all academic matters including the control and management of libraries;
- (e) to make recommendation to the Board for the institution of Professorship, Associate Professorship, Assistant Professorship and other teaching, research and extension education posts and in regard to the duties thereof;
- (f) to formulate, modify or revise schemes for the constitution or reconstitution of departments of teaching, research and extension education;
- (g) to make recommendation to the Board regarding post-graduate teaching, research and extension education;
- (h) to make recommendation to the Board regarding the qualifications to be prescribed for teaching, research and extension education posts in the University;
- (i) to make recommendation to the Board for the conferment of honorary degrees or other distinctions; and
- (j) to exercise such other powers and perform such other functions as may be prescribed by the Statutes.

17. The Faculties
- (1) The University shall include Faculties of Veterinary and Animal Sciences, Dairy Science and Technology, Fishery Science and Technology, Food Science and Technology, Applied Veterinary and Animal Science, Basic Science and such other Faculties as may be prescribed by the Statutes.
- (2) Each Faculty shall comprise such departments of teaching with such assignment of subjects of study as may be prescribed and each department shall have a Head of Department who shall be responsible to the Dean for the proper organization and working of that department.
- (3) The constitution and functions of the Faculties shall, in all other respects, be such as may be prescribed.

18. The Board of studies
- (1) Each faculty shall have Board of Studies consisting of the following members:-
- (a) The Dean of Faculty- Chairperson;
- (b) The Deans of the constituent and affiliated colleges of the Faculty;
- (c) Four Principals of affiliated Animal Husbandry Diploma Institutions;
- (d) all Heads of the Departments-cum-Chairperson of Committees of Courses along with conveners of the Committees of Courses of the concerned Faculty;
- (e) one senior Faculty member from each Department nominated by the Dean of Faculty; and
- (f) two external experts nominated by the Dean of Faculty and approved by the Academic Council for a term of two years.
- (2) The senior most Head of the Department shall be the Member-Secretary of the Board of Studies.
- (3) The functions of the Board of Studies shall be as follows:-
- (i) to review teaching programmes and suggest improvement thereof;
- (ii) to consider the recommendations of the Committee of Courses and Curricula or similar body of department or faculty;
- (iii) to submit proceedings of the meetings of the Board of Studies to the Academic Council for approval; and
- (iv) to perform such other functions as may be assigned to it by the Academic Council or Vice-Chancellor.

19. The Research Council
- (1) There shall be a Research Council consisting of the following members, namely:-
- (a) the Vice-Chancellor - Chairperson;
- (b) the Managing Director of Rajasthan Co-operative Dairy Federation;
- (c) the Director of Animal Husbandry;
- (d) the Director of Fisheries;
- (e) the Director of Extension Education;
- (f) all Deans of the constituent colleges;
- (g) all Directors of the University;
- (h) all Heads of Departments;
- (i) all In-charges, by whatever name called, of Livestock Research Stations;
- (j) all Principal Investigators, by whatever name called, of research schemes and projects; and
- (k) the Research Council may co-opt as members not more than four persons including two progressive livestock and fisheries farmers for such period and in such manner as may be prescribed so as to secure adequate representation of different sectors of veterinary and animal sciences and allied fields.
- (2) The Director of Research shall be the ex-officio Member-Secretary of the Research Council.
- (3) The Research Council shall consider and make recommendations in respect of-
- (i) research programmes and projects undertaken or to be undertaken by the various University scientists in the field of veterinary and animal sciences and their monitoring and evaluation;
- (ii) physical, fiscal and administrative facilities required for implementing research projects;
- (iii) orienting research to meet farmers and other stakeholder’s needs;
- (iv) fostering and coordinating Public-Private Partnership in research; and
- (v) any other matter pertaining to research programmes which may be referred to by the Vice-Chancellor or the Board or any other authority of the University.

20. The Extension Education Council
- (1) There shall be an Extension Education Council consisting of the following members, namely:-
- (a) the Vice-Chancellor-Chairperson;
- (b) the Managing Director of Rajasthan Co-operative Dairy Federation;
- (c) the Director of Animal Husbandry;
- (d) the Director of Fisheries;
- (e) all Deans of the constituent colleges;
- (f) all Directors of the University;
- (g) all Heads of Departments;
- (h) all In-charges, by whatever name called, of Livestock Research Stations;
- (i) all In-charges, by whatever name called, of Krishi Vigyan Kendra and Pashu Vigyan Kendra, by whatever name called, of extension centres, schemes and projects;
- (j) two eminent persons in the field of Extension Education from outside nominated by the Vice-Chancellor;
- (k) two progressive livestock or fisheries farmers to be nominated by the Vice-Chancellor; and
- (l) the Vice-Chancellor may co-opt up to two members from related organizations.
- (2) The Director of Extension Education shall be the ex-officio Member-Secretary of the Extension Education Council.
- (3) The Extension Education Council shall consider and make recommendations in respect of-
- (i) the Extension Education Programmes and projects of the University;
- (ii) co-ordination of Extension Education activities;
- (iii) development of farmers' Education and training and advisory services;
- (iv) evaluation of the functioning of Krishi Vigyan Kendra or Field Trial Centre or such extension centres, by whatever name called; and
- (v) any other matter referred to it by the Vice-Chancellor, Board or any other authority of the University.

21. The Planning Board
- (1) There shall be constituted a Planning Board of the University which shall advise generally on the planning and development of the University and keep under review the standard of education and research in the University.
- (2) The Planning Board shall consist of the following members, namely:-
- (i) The Vice-Chancellor, who shall be the ex-officio Chairperson of the Planning Board; and
- (ii) Not more than eight persons of high academic standing nominated by the Vice-Chancellor.
- (3) The term of office of the nominated members of the Planning Board shall be three years.
- (4) The Planning Board shall, in addition to all other powers vested in it by this Act, have the right to advise the Board of Management, Academic Council, Research Council and Extension Education Council on any academic, research and extension matter.

22. The Finance Committee
- (1) There shall be a Finance Committee consisting of the following, namely:-
- (a) the Vice-Chancellor;
- (b) the Secretary to the Government in-charge of the Animal Husbandry, Dairy and Fisheries Department;
- (c) the Secretary to the Government in-charge of the Finance Department;
- (d) one member chosen by the Board from amongst its non-official members; and
- (e) the Comptroller. Explanation.- For the purpose of this sub-section, expression "Secretary to the Government in-charge" means the Secretary to the Government in-charge of a department and includes an Additional Chief Secretary and a Principal Secretary when he or she is in charge of a department.
- (2) In case the member specified in clause (b) of subsection (1) is unable to attend the meetings of the Finance Committee, for any reason, he or she may depute any officer of his or her department not below the rank of Deputy Secretary to Government to represent him or her.
- (3) In case the member specified in clause (c) of subsection (1) is unable to attend the meetings of the Finance Committee, for any reason, he or she may depute the Divisional Commissioner, Jaipur to represent him or her.
- (4) The Finance Committee shall-
- (a) examine the annual accounts and the annual financial estimates of the University and advise the Board there on;
- (b) review the financial position of the University from time to time;
- (c) make recommendation to the Board on every proposal involving expenditure for which no provision has been made in the annual financial estimates or which involves expenditure in excess of the amount provided for in the annual financial estimates;
- (d) make recommendation to the Board on all matters relating to the finances of the University; and
- (e) perform such other functions as may be prescribed by the Statutes.
