Chapter V AUTHORITIES OF THE UNIVERSITY
21. The Management Council.
The Management Council shall consist of the following members, namely; 1. Ex officio members (i) The Chancellor, (ii) The Pro-Chancellor; (iii) Member of Parliament representing the Constituency where the University Headquarters is located; (iv) Member of the Legislative Assembly of the Constituency where the Headquarters of the University is situated; (v) The Vice-Chancellor; (vi) The Secretary to Government (Animal Husbandry and Dairy Development Department); (vii) The Secretary to Government (Finance Department) or an officer not below the rank of Additional Secretary appointed by him; (viii) Secretary to Government Law Department or an Additional Secretary nominated by him; (ix) Director of Animal Husbandry Department; (x) Director of Dairy Development Department; (xi) One nominee of Indian Council of Agricultural Research not below the rank of Deputy Director General: (xii) One nominee of the Veterinary Council of India; (xiii) Deans of faculties; (xiv) Directors of Academics and Research and entrepreneurship; (xv) President, Kerala State Veterinary Council; (xvi) Director of Agriculture; (xvii) Director of employment and 1 raining; (xviii) Director of Centre for Development Studies; (xix) The Registrar, who shall be the Member-Secretary of the Management Council. 2. Elected member (i) Two members elected according to the principle of proportional representation by means of single transferable vote by the members of the Legislative Assembly from among themselves of whom one shall be a Member belonging to Scheduled Caste or Scheduled Tribe: (ii) One member elected by the students elected according to the principle of proportional representation by means of single transferable vote from among the regular students of the University; (iii) Three members elected by the teachers of the University from among themselves according to the principle of proportional representation by means of single transferable vote; (iv) One member elected from non-teaching staff elected according to the principle of proportional representation by means of single transferable vote; (v) One member from the permanent labourers of the University elected according to the principle of proportional representation by means of single transferable vote. 3. Members nominated by the Chancellor: (i) Two eminent Scientists in the field of Veterinary and Animal Science from the University or within Kerala; (ii) Two progressive livestock or poultry farmers, of whom one shall be a woman.

22. The term of the Management Council.
(1) The term of office of the members of the Management Council other than ex officio members shall be three years or as prescribed in the Statutes: Provided that the term of office of any member nominated to fill a casual vacancy shall be the residuary term of his predecessor. (2) One fourth of the total number of members of the Management Council shall form the quorum for a meeting of the Management Council. The Vice-Chancellor may, whenever he thinks fit and shall upon a requisition in writing signed by not less than one fourth of the total number of members of the Management Council convene a special meeting of the Management Council. When a special meeting, is convened on requisition, no subject other than that shown in the requisition shall be considered in that meeting. (3) The manner and method of constitution of the Management Council and election of the members and the term of members shall be such as may be prescribed in the Statutes. (4) The members of the council shall not be entitled to receive any remuneration from the University except such daily and traveling allowances as may be prescribed by the Statutes. (5) Every person who cease to be a member of the council by reason of the operation of this Act shall cease to be a member of the other authorities of the University of which he may happen to be a member by virtue of his membership of the Board. (6) Any member nominated to the Management Council shall be liable to be removed from such membership at any time by the Chancellor on the ground of misbehavior, misconduct or otherwise after holding an enquiry. (7) The Management Council shall meet at least four times a year. I he duration between two consecutive meetings shall not exceed three months. The Vice-Chancellor may in case of urgency convene special meetings. The dates for the meeting of the Management Council shall be fixed by the Vice-Chancellor and one of such meetings shall be called the annual meeting. (8) The Chancellor or the Government may, by order, direct to hold the meetings- to discuss such terms of reference as may be specified by them and the Vice-Chancellor shall comply with such directions. (9) No member nominated or elected in his capacity as a member of a particular body or as the holder of a particular office shall hold office for a period longer than three months alter he ceased to be such member or holder of such office, unless in the meanwhile he again becomes a member of that body or the holder of that office. (10) Where an elected or nominated member of the management council is appointed temporarily to any office by virtue of which he is entitled to be u member of the management council ex-officio he shall cease to be such elected or nominated member, as the case may be. (11) A member of the board other than an ax officio member may tender resignation of his membership at any time before the expiry of the term of his office. Such resignation shall be conveyed to the Chancellor by a letter in writing by the member and the resignation shall take effect from the date of its acceptance by the Chancellor.

23. Powers and duties of the Management Council.
(1)The Management Council shall be the supreme authority of the University and shall have the power to review the actions of the board of Management and the Academic Council save where the Board of Management and the Academic Council as provided in accordance with the powers conferred upon it under this Act, the Statutes, the Ordinances or the Regulations and shall exercise all the powers of the University not otherwise provided for by this Act or the Statutes. (2) The Management Council shall exercise and discharge the following powers and duties, namely: (a) to make, amend or repeal statutes, either on its own motion or on the motion of the Board of Management; (b) to approve the financial estimates of the University submitted by the Vice-Chancellor; (c) to hold and to control the property and funds of the University and issue any general or special instructions on behalf of the University; (d) to accept the transfer and to dispose of any movable or immovable property on behalf of the University; (e) to administer public and private funds placed at the disposal of. and accepted by. the University for specific purposes; (f) to appoint the officers, teachers and other employees of the University in the prescribed manner and to approve appointments made by the Vice-Chancellor; (g) to direct the form and use of the common seal of the University; (h) to appoint such committees whether standing or temporary, as it may deem necessary for the proper functioning of the University; (i) with the approval of the Government, to borrow, on the security of the property of the University or otherwise, money for the purposes of the University; (j) to meet at such time and in such places as it deems necessary: Provided that one ordinary meeting shall be held every quarter, and at least one half of its ordinary meetings shall be held at the seat of the University; (k) to regulate and determine all matters concerning the University in accordance with this Act. Statutes, Ordinances, Regulations and to exercise such powers and to discharge such duties as may be conferred or assigned to it by this Act and the Statutes. (l) to determine what degrees, diplomas and other academic distinctions shall be granted by the University; (m) to cancel or amend any Ordinances passed by the Board of Management or any Regulation passed by the Academic Council; (n) to institute fellowships, scholarships, studentships, bursaries, medals and prizes and to organize exhibitions in accordance with the provisions of this Act; (o) to institute teaching or research post as it may deem necessary; (p) to prescribe the terms and conditions of service of the employees of the University: (q) to regulate emoluments and prescribe the duties and conditions of teachers; (r) to cancel any degree or diploma or title or any other distinction granted to any person m accordance with the provisions of the Statutes; (s) to appoint committees and to delegate to them such functions of the Management Council as it may deem lit; (t) to form policies relating to Statutes and Ordinances; (u) to make financial provision for the instruction, teaching, research, advancement and dissemination of knowledge in such branches of learning and course of study as determined by the Academic Council; (v) to accept on behalf of the University, trust, bequest, donation etc.: (w) to exercise such other powers and perform such other duties as may be conferred or assigned, to it by this Act or the Statutes.

24. The Board of Management.
(1) The Board of Management shall consist of the following members, namely: (i) The Vice Chancellor; (ii) The Secretary to Government, Animal Husbandry and Dairy Development Department; (iii) The Secretary to Government, finance Department; (iv) The Secretary to Government, Law Department or one Additional Secretary nominated by him; (v) One member representing the Indian Council for Agricultural Research in the Management Council; (vi) One Dean of Faculty elected by the Management Council; (vii) One member elected from among the teachers in the Management Council, by the Management Council; (viii) Three non-official members of the Management Council elected by the Management Council of whom one shall be a member belonging to a scheduled caste or scheduled tribe and one shall be a woman; (ix) Two members of the Legislative Assembly of which one shall be representing to Constituency where the headquarters of the University is situated; (x) One nominee of Veterinary Council of India; (xi) the Registrar, who shall be the Member-Secretary.

25. Term of office of members of the Board of Management.
(1) The term of office of members of the Board of Management, other than ex-officio members shall be three years. (2) The Board of Management shall meet at least four times a year. The duration between two consequent meetings shall not exceed three months. (3) The manner and method of constitution of the Board of Management, nomination and the term of the members shall be such as may be prescribed by the Statutes. (4) Quorum for meeting of the Board of Management shall be one fourth of the members of the Board of Management.

(iii) to hold control and administer the properties and funds of the University; (iv) to establish, maintain and manage colleges and institutions of research and other institutions of the higher learning as it may, from time to time, deem necessary; (v) to appoint teachers and other employees of the University and prescribe their duties; (vi) to enter into contract on behalf of the University; (vii) to create administrative, ministerial and other necessary posts; (viii) to suspend, discharge, dismiss or otherwise take any disciplinary action against the teachers and other employees of the University alter giving them reasonable opportunity to defend their position; (ix) to award fellowships, scholarships and studentships; (x) to exercise supervision and control over the residence and discipline of students; (xi) to consider the financial estimate of the University and submit them to the management council in accession with the provisions of the statutes made in this behalf; (xii) to conduct University examinations and approve and publish the results thereof; (xiii) to appoint members of the boards of studies; (xiv) to approve panel of examiners and fix their remuneration; (xv) to delegate any of its powers to the Vice-Chancellor or to a committee appointed from among its members; (xvi) to withhold or cancel the results of any candidate at any University examination; (xvii) to accept endowments, bequest, donations and transfers of any movable or immovable properties to the University on its behalf, provided all such endowments, bequest, donations and transfers shall be reported to the Management Council at its next meeting; (xviii) to exercise such other powers and perform such other duties as may be prescribed by this Act, the Statutes and Ordinances; and (xix) to exercise such powers prescribed by the Veterinary Council of India.

27. The Academic Council
(1) The Academic Council shall be in charge of the academic affairs of the University and shall, subject to the provisions of this Act and the Statutes, superintend, direct and control, and be responsible for, the maintenance of standards of instruction, education and examinations and other matters connected with the conferment of degrees or award of diplomas, and shall exercise such other powers and discharge such other duties as may be conferred or assigned to it by the Statutes. (2) Academic Council shall consist of the following members, namely: Ex officio members: (i) The Vice-Chancellor, Ex-officio Chairperson; (ii) the Directors of, (a) Academics and Research; (b) Entrepreneurship; (iii) The Director of Animal Husbandry,Government of Kerala or his nominee; (iv) the Director of Dairy Development Department or his nominee; (v) Deans of the constituent colleges; (vi) The Registrar, who shall be the Member-Secretary. Other members: (i) Not more than two Heads of the Department nominated by the Vice Chancellor from each faculty on rotation basis; (ii) One person having special knowledge or practical experience in different aspects of Veterinary and Animal Sciences, from outside the University, nominated by the Vice-Chancellor; (iii) One eminent Educationist from outside the University nominated by the Chancellor; (iv) One member from among the staff of the research stations of the University nominated by the Vice-Chancellor; (v) One Teacher from each faculty elected by the teachers from among themselves; (vi) One member elected themselves from among the post graduate/research students elected in such manner as may be prescribed by the statutes. (3) Members of the Academic Council other than the ex officio members shall hold office for a term of three years. (4) Any member nominated to the Academic Council shall be liable to be removed from such membership at any time by the Vice-Chancellor on the ground of misbehavior, misconduct or otherwise, after holding an enquiry. (5) One third of the members of the Academic Council shall form quorum at a meeting of the Academic Council: Provided that if a meeting of the Academic Council is adjourned for want of quorum, no quorum shall be necessary at the next meeting for transaction of the same business. (6) The members of the Academic Council shall not be entitled to receive any remuneration from the University except such daily and traveling allowances as may be prescribed by the Statutes: Provided that nothing contained in this sub-section shall preclude any member from drawing his normal emoluments to which he is entitled by virtue of the office he holds. (7) The Academic Council shall meet at least once in every four months on such dale as may be fixed by the Vice-Chancellor. However, special meeting of the Academic Council may be called by the Vice-Chancellor. (8) A member of the Academic Council, other than an ex-officio member, may tender resignation of his membership at any time before the expiry of the term of his office. Such resignation shall be conveyed to the Chancellor by a letter in writing by the member and the resignation shall lake effect from the date of its acceptance by the Chancellor.

28. Powers and Functions of the Academic Council
(1) The Academic Council shall, subject to the provisions of this Act and the Statutes have power, to make regulations for specifying all courses of study and determining curricula, and shall have general control on teaching and other educational programmes within the University, and be responsible for the maintenance of standards thereof. (2) The Academic Council shall have power to make Regulations consistent with this Act and the Statutes relating to all academic matters subject to its control and to amend or repeal such regulations. (3) Without prejudice to the generality of the provisions of sub-section (1), the Academic Council shall exercise and perform the following powers and functions, namely: (i)to advise the Board of Management and Vice-Chancellor on all academic matters including the control and management of libraries; (ii)to make recommendations for the institution of Professorships, Associate Professorships, Assistant Professorships and other posts including posts in research and extension education and in regard to the duties thereof; (iii)to make recommendations for the constitution or reconstitution of department or faculties of teaching, research and extension education; (iv) to make regulations regarding admission of students to the Universities and determine the number of students to be admitted; (v)to make regulations relating to the courses of study leading to degrees, diplomas and certificates; (vi) to make regulations relating to the conduct of examinations and to maintain and improve standard of education; (vii) to make recommendations to the Board regarding conferment of honorary degree; (viii) to make recommendations regarding the qualifications to be prescribed for teachers in the University; (ix) to exercise such other powers and perform such other functions as may be conferred or assigned to it by or under the provisions of this Act. Statutes, Ordinances and Regulations; (4) to advise the University on all academic matters including the control and management of libraries; and (5) to make recommendations regarding post graduate teaching, research and extension education.

29. Research Council
(1) There shall be a Research Council consisting of, (i) the Vice-Chancellor. (ii) Deans of the constituent colleges, (iii) two Directors or eminent scientists from the Research Institutes within or outside Kerala; and (iv) two Department heads from each college. (2) The members of the Research Council shall be nominated by the Vice-Chancellor in consultation with the Management Council. (3) There shall be a Director of Research, appointed by the Vice-Chancellor, who shall be the Convenor of the Research Council. (4) The duties of the Research Council shall be as may be prescribed by the Statutes. (5) The term of the Research-Council shall be three years or as may be prescribed by the Statutes.

30. The Finance Council
(1) The finance Council shall consist of following members, namely: (i) the Vice-Chancellor; (ii) the Registrar; (iii) the Finance Officer; (iv) two members elected by Management Council members from amongst themselves; (2) The powers and functions of the finance Council shall be, (i)to prepare the budget estimate of the University and to review the accounts of expenditure and to make recommendations to the Management Council; (ii) to consider and make recommendations to the Management Council on the proposals for new expenditure on major works and purchases; (iii) to scrutinise re-appropriation statements and audit notes and make recommendations to the Management Council; (iv) to review the finance of the University and to suggest concurrent audit conducted wherever necessary; (v) to give advice and make recommendations to the Management Council on any other financial question affecting the affairs of the University. (3) The term of the finance Council shall be three years or as may be prescribed by the Statutes.

31. Extension Council
(1) There shall be an Extension Council for the University and it shall consist of the following members, namely: (i) The Vice-Chancellor; (ii) The Registrar; (iii) Director of Entrepreneurship; (iv) Head of the Department of Extension; (v) Representative of Institute of Management in Government or such other institutions like Indian Institute of Management, Kozhikode; and (vi) Two members elected by Management Council members from amongst themselves. (2) The powers and functions of the Extension Council shall be, (i)to undertake the extension activities of the University; (ii) to re-orient teaching and revise the syllabus to give further impetus for productivity in this sector; (iii) to ensure the services of the teachers and scientists for developing viable enterprises to increase productivity; (iv) to integrate teaching, research and entrepreneurship activities of the University in consultation with the teachers, scientists, field department officers and farmers; (v) to ensure the exchange experience of teaching, research and entrepreneurship by deploying the teachers to each field on rotation; (vi) to conduct demonstrations and training programmes for the benefit of various stakeholders; (vii) to co-ordinate entrepreneurship programmes in consultation with various units of the University and other appropriate agencies of the Centre

32. Board of Studies.
(1) There shall be a Board of Studies for every subject or group of subjects, as may be prescribed by the Statutes. (2) The Board of Studies shall consist of, (a) the Head of the University department or institution in the relevant subject: Provided that, where there is no University department in the subject the Board shall at its first meeting co-opt the Head of the Department from an affiliated college having postgraduate teaching experience in that subject; (b) Six Heads of Department in affiliated colleges, other than Principals having not less than ten years teaching experience, elected by the Heads of departments in affiliated colleges from among themselves. (3) The Board of Studies at its first meeting shall co-opt, (a) two postgraduate teachers having not less than ten years teaching experience from among the teachers of affiliated colleges, one of them preferably woman; (b) two eminent persons who are, (i) either Professors or Associate Professors in other Universities; or (ii) persons with relevant experience of not less than ten years in national laboratories or research institution or recongised institutions; or (iii) experts in related field having published, (a) at least one book in the relevant subject; or (b) research paper in recognised national or international journal. (4) The Chairperson shall be elected by the members of the Board from among themselves.

33. Powers and functions of the Board of Studies.
The Board of Studies shall have the following powers and functions, namely: (a) to recommend, upon reference to it by the Board of Management, Academic Council or the faculty concerned or otherwise, the Courses of studies, the subject or group of subjects within its purview; (b) to recommend books, including text-books, supplementary reading and reference books and other material for such courses of study: (c) to advice the faculty or faculties concerned regarding improvements in the courses of study; (d) to recommend names of suitable persons to the Board of Examinations for inclusion in the panels for appointment of paper-setters and examiners at the University examination in the subject; (e) to recommend to the Board of Examinations names of persons suitable for appointment as examiners or evaluators for evaluation of thesis and dissertations and for conduct of viva-voce examination, wherever prescribed, for awarding postgraduate doctorate and higher degrees; (f) to suggest organization of orientation and refresher courses in the subject; (g) to prepare requirements in respect of teaching of the subject at various levels in respect of teachers and their qualifications, library, laboratory and hospital equipment and consumables for use in the laboratory and recommend the same to the planning committee for formulating the norms and requirements for granting affiliations to colleges and for granting recognition to institutions by the University. (2) The term of Board of Studies shall be three years or as may be prescribed in the Statutes.

34. Faculty Research Committee.
There shall be a Faculty Research Committee in each faculty. The member of the committee will be decided by the Dean of the faculty. The constitution and powers of the Faculty Research Committee shall be as prescribed by the Statutes.

35. Project Co-ordination Committee.
There shall be a Project Co-ordination Committee in each faculty. The member of the committee will be decided by the Dean of the faculty. The constitution and powers of the Project Co-ordination Committee shall be as prescribed by the Statutes.

36. Students Council.
There shall be a Students Council in each faculty. The members of the council will be decided by the Dean of the faculty. The constitution and powers of the Students Council shall be as prescribed by the Statutes.

37. The Faculties.
(1) The University shall have the following faculties, namely: (i) Veterinary and Animal Science; and (ii) Dairy Science. (2) Each faculty shall have a Dean who shall be appointed in such manner as may be prescribed. (3) The Dean shall be the chairman of the faculty or faculties under him and shall be responsible for the observance of Statutes, Ordinances and the Regulations relating to such faculty or Faculties and for organisation and conduct of teaching, research and extension work of the departments comprised therein. (4) Each faculty shall comprise such departments and with such assignments of subjects of study as may be prescribed. (5) Each department shall have a head whose appointment, powers and duties shall be such as may be prescribed and who shall be responsible to the Dean for the proper organisation and working of the department. (6) The head of a department shall also be responsible to the Director of Academic and Research and Director of Entrepreneurship. (7) The constitution and functions of the faculties shall, in all other aspects, be such as may be prescribed.

38. Constitution of other authorities.
The Management Council may constitute such other authorities of the University as may be necessary in the manner prescribed in the Statutes.
