28. Saving of laws relating to agriculturists’ indebtedness.
Nothing in this Act shall affect the provisions of any enactment relating to relief of agriculturists’ indebtedness.

29. Power to make rules.
- (1) The Government may, by notification in the Official Gazette, make rules for carrying out the purposes of this Act.
- (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:—
- (a) the form of the register under sub-section (1) of section 4;
- (b) the manner in which and the intervals within which registers to be published under sub-
section (2) of section 4;
- (c) the form of the application for registration, the further particulars to be included therein and the manner of payment of registration fee under sub-section (2) of section 5.
- (d) the form of cashbook, ledger and other books and the manner in which they shall be maintained under section 6.
- (e) the form of the statement of account sand pass book to be furnished or delivered under sub- section (2) of section 6.
- (f) the procedure to be followed by the officers while compounding offences under this Act;
- (g) any other matter which has to be or may be prescribed under this Act or any matter for
which there is no provision or insufficient provision in this Act and for which provision is, in the opinion of the Government, necessary for giving effect to the provisions of this Act.
- (2) Every rule made under this Act, shall be laid, as soon as may be after it is made, before the
so laid or the session immediately following, House agree in making any modification in the rule or House agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no effect, as the case may be; so however that any such modification or annulment shall be without prejudice to the validity of anything previously done under the rule.

30. Power to Exempt.
The Government may, after consultation with the Reserve Bank of India, by notification in the Official Gazette, exempt money lenders or accredited loan providers, from all or any of the provisions of this Act, subject to such conditions as it may deem fit and for such period as may be specified.

31. Annual Report on the administration of the Act.
The Government shall prepare an annual report on the administration of this Act and the same shall be placed before the State
Legislature.

32. Repeal and savings.
- (1) The Goa Money Lenders Act, 2001 (Goa Act 58 of 2001), is hereby repealed.
- (2) Notwithstanding such repeal, anything done or any action taken under the provisions of the
said Act shall, in so far as such thing or action is not inconsistent with the provisions of this Act, be deemed to have been done or taken under the provisions of this Act as if the said provisions were in force when such thing was done or such action was taken and shall continue in force accordingly until superseded by anything done or any action taken under this Act.
